Josh Shapiro was Pennsylvania’s Attorney General from 2017 to 2023 and Chair of the Montgomery County PA Board of Commissioners from 2012 to 2017. In 2015, Shapiro was appointed to the Board of the PA Commission on Crime and Delinquency. He was a member of the Pennsylvania House of Representatives from 2004 to 2012. As Attorney General Shapiro revealed the comprehensive findings of a statewide investigative grand jury that spent two years uncovering abuse of children by priests, and systemic cover-up spanning decades by church leaders. The Grand Jury recommended reforming the criminal and civil statutes of limitations in PA. Governor Shapiro has dedicated his life to serving the people of Pennsylvania. Steele DISTRICT ATTORNEY, MONTGOMERY COUNTY, PA VSC is honoring District Attorney Kevin Steele with a leadership award for his dedication and commitment to justice and for working with VSC in partnership to support victims’ rights. We commend District Attorney Kevin Steele for being a leading advocate for victims’ rights and appreciate working in partnership with his office to ensure that victims of crime have access to services. Kevin Steele has served as the District Attorney of Montgomery County, PA since 2016. He is the chief law enforcement officer, overseeing a team of prosecutors, detectives, and staff. He and his team work with the county’s police departments, and other local, state, and federal partners to investigate crime and keep the county safe. A true prosecutor, Kevin Steele is committed to seeking justice by trying cases in addition to his many responsibilities as District Attorney. In 2019, he was recognized for his trial advocacy skills by being inducted into the prestigious American College of Trial Lawyers. He is a recipient of the Pennsylvania Governors Pathways Award for his commitment to victims’ rights. Kevin Steele is the immediate past president of the Pennsylvania District Attorneys Association and is on the National District Attorneys Association Executive Board. Madeleine Dean UNITED STATES REPRESENTATIVE VSC is honoring Congresswoman Madeline Dean with a leadership award for her dedication and commitment to addressing crime, focusing on the impact of gun violence, and advocating for funding to support services for victims of crime. We commend US Representative Dean for her leadership in the US Congress, advocacy for Victims of Crime Act funds, and protection of victims’ rights. Madeline Deane has served in the US Congress since 2018. She won special elections in 2012 to the Pennsylvania State House, and during her six-and-a-half years in Harrisburg, she was an outspoken champion of public education, healthcare access, equal rights, criminal justice reform, combating addiction, and stopping gun violence. Madeline founded and served as Co-Chair of the PA-SAFE Caucus, an active coalition of legislators and advocates dedicated to ending gun violence. See the Board of Directors and supervisors. / About / WHO WE ARE Leadership In the Media We are the only non-profit, comprehensive crime-victim agency serving Montgomery County, Pennsylvania. Our confidential services are provided at no cost to survivors of crime and their loved ones. Our Vision Our vision is to empower the community and to aid in the creation of a society free from violence. Our Mission Our mission is to provide advocacy and counseling for all who have been affected by sexual violence and other crimes against the person and to promote prevention and awareness in the community through education. Our History VSC was originally organized in 1974 in Montgomery County, Pennsylvania as Women Against Rape by several young women who were concerned about the lack of a sensitive response to victims of rape.  The driving force in organizing the movement to help rape victims at the hospital and then through law enforcement and the judicial systems was a college student and social services intern, Madeline (Matty) Muir. Eventually, four other like-minded women joined Matty, setting up the first rape crisis center in Montgomery County that provided victims of rape with a 24/7 crisis hotline, counseling services, hospital accompaniments for medical care as a result of rape, accompaniments to police departments and through the judicial system. They brought together the district attorney’s office and police and together Matty and her associates were able to convince these two important groups that sexual assault affects not just the victim, but, also the victim’s family, friends, and the entire community including the police. In 1980, recognizing the fact that both men and women are victims and contribute to the solution, the agency became the Rape Crisis Center. In 1985, services to other serious crime victims were added and again the name was changed, this time to Victim Services Center of Montgomery County, Inc.

VSC offices are wheelchair-accessible. Our crisis hotline is open 24 hours a day, 7 days a week, 365 days a year at 1-888-521-0983.     VSC served more than 2,200 victims of crime, including 887 survivors of sexual assault and 1,340 victims of other types of crime. VSC educators provided 414 programs reaching more than 8,000 people in Montgomery County.
